Abstract: This paper describes a procedure for quantitatively evaluating and comparing user interface development tools, and presents results of evaluating for user interface development tools with the procedure. For each tool, summary numeric ratings for functionality and usability are presented. General conclusions about the four tools and about the tool evaluation procedure itself are also discussed.
